i realize im not birdvet, but i have enough knowledge to say:
GET HIM TO A VET PRONTO!!
im sure kerry will elaborate on this, but budgies (parakeets..w/e) are the tumor harborers.
ive managed to get away with only a few broken blood feathers, no tumors here! ;D
best of luck, ~claire

Do you think that a vet will even be able to help?
How much do you think it will cost me???
Do you think the bird is in pain?
Are the tumors "contagious"? (I have two other birds sharing the same cage)

You'll need to go to an avian vet, not a person who mainly treats cats and dogs. He or she will be able to answer all of your questions and offer help, if possible. Cost depends upon where you live. Just remember that these are veterinarians who have gone through the same training as their dog and cat counterparts, but have specialized in birds.

If it might actually be a bound egg trying to come out, then you have a real emergency. I suppose you can tell the difference (not that it couldn't be an emergency otherwise).
Tumors are not contagious. Some types can be caused by viruses that might be, but I don't think it can go around like a cold. (I'm not a medical expert).
I think you can't tell if the vet can help until you go to her/him. It might be treatable or not.
I'm sorry for you and your bird, and I wish you good luck.
